It seems likely to me that tying the Charities Commission up in a complex application for Judicial Review was a tactical ruse to allow them more time to clean up their documentation. (When I say clean up, I mean destroy).
Now they have spent 2.5 years doing that, they have decided to drop the application for review which was never likely to succeed in any event.
Despicable behaviour!
