So they are officially telling the Elders to report allegations of child abuse even if the alleged abuse takes place in a State where reporting is not required by law, and to bypas WT Legal??

While the elders are not authorized to enforce the law of the land, they do not shield any perpetrator of child abuse from the legal consequences of his sin. (Rom. 13:4)
Fine, they recognize that they cannot enforce the law of the land on an abuser but they will not recognize that they are shielding the perpetrator by not reporting an accusation to the law enforcers. -

I just don’t get why they can’t allow the police to do their job and provide their “second witness”. In the mean time if the abuser has a position of trust immediate suspension and prevented from being around children unsupervised....that’s if he’s not taken into custody.

(Acts 5:28, 29) So when they learn of an allegation, elders immediately seek direction on how they can comply with laws about reporting it.
Still the weasel words! In places where such laws exist it says. Mandatory reporting to the police isn't law in the UK so that's not going to happen here.
When they hear about the crime do they go to the police? No they seek direction from the JW Branch on how they can comply with laws about reporting it.
So no going straight to the police and still do the bare minimum so as to be seen as keeping it legal.
Nothing has changed, the elders will see the weasel words and understand that but the r+f will think what a loving article!

What I noticed about this latest offering by the great ones is that the advice they offer on how to "help" the victims is woefully inadequate.
"Offer comfort" by reading bible verses and "listening" and...well...just doing things that are condescending in nature reveals how little the GB/org knows about psychological counselling and the dynamics of how to help a victim. A victim doesn't need to be told to "put their tears in a skin bag" at the same time that somebody drops off cookies for them.
A victim needs to be given the tools that will allow them to gain their power back and there is nothing within the cult that empowers anyone, let alone the victim of sexual abuse.
