Just had a look on google street view, going by your directions and it shows in July 2015 a large sign outside with 'Development variance permit application' written on it, so maybe they are just building a new KH? This happened to the one in our area, they knocked it down as it needed a lot of renovation and was too costly, so they started from scratch.

Richmond isn't a suburb, it's a separate (really big) city with its own municipal administration.
It's associated with Vancouver the way Queens and Brooklyn are associated with NYC/Manhattan, so "borough" might be a more accurate term.
