I'll bet that with everything that's been happening, the WT leadership has started to think (correctly or otherwise) that the Org's survival is dependent on finalizing construction of the Warwick compound as though it's their "ark", (because it's all they're certain they can do at this point)...
...which makes the toxic contamination in the soil that much more ironic.
