Were the elders informed about the construction shutdown?

Don't know officially, but from what i have seen, unless they heard it from a bethelite they knew, I would go with no -

Nope, not officially.
But most elders have a contact, or someone who knows someone, somewhere, in Bethel.
I'd say the majority of elders know, but not "officially". So they'll quash any attempted discussions as "speculation" and "rumor".
But way down deep inside, they know it is true.

In my area NO. In fact there is one missionary/CO visiting and he had heard there was going to be some layoffs and was hoping he was not one of them because he is getting close to his 60s. But not officially. -

No, there was no official letter, or info given to the Elders. However, there is word coming out and a bit of a "buzz", so to speak.
My father was asking me about the info on, specifically, the stopping of construction, and lay offs. If there was a letter, or where i got that info.
Is there any letter out there, concerning the construction stoppages, and lay-offs? I am asking anybody to PLEASE, can you put a link to the letter, or letters, that has this info. If i can show my father a copy of it, it will be big news and go far in reaching a lot of JW's.
So, please, if anyone has the thread, or link to the info about the layoffs, and construction halting, can you please put it here, thank you so much.

We are sure you have received so much joy and satisfaction serving as a special pioneer in the Congregation. Though you surely experienced challenges along the way, the joys and blessings for putting kingdom interests first far outweigh the sacrifices. We are sure you accepted this assignment from the branch because of your desire to serve Jehovah wholeheartedly in areas where it was necessary to support the preaching work and congregation activities. We sincerely congratulate you for your willingness to serve in this altruistic manner.
After reviewing our current needs, we have decided that your special pioneer assignment will conclude on January 1, 2016. Up until then you will continue receiving the usual monthly allowance. We understand you will need time to make the necessary arrangements (such as finding a job and housing or other arrangements); thus, we are pleased to inform you that as of this moment you are released from the monthly hour requirement. We are confident you will participate in the ministry as much as possible while taking care of these other necessary matters.
In view of the valuable experience you have gained in your ministry, we hope your circumstances will allow you to engage in the regular pioneering. To do so, you must submit an Application for Regular Pioneer Service (S-205) to the Service Committee of the Congregation. In that way, your full time service will not be interrupted. As a regular pioneer, you may choose the congregation in which you want to serve; however, we hope that, if possible, you can stay in your current assignment. If you move to another location, please talk to the circuit overseer or write to the Service Department to know where you might be more useful. It is our understanding that this change may be unexpected. However, the Governing Body and the branch deeply appreciate your spirit of sacrifice. Please be assured that Jehovah will continue using you to strengthen his people wherever you might serve in the future. Remember also that he has the power to do much more than anything we could ask or imagine. So, be confident Jehovah will supply your daily needs (Eph. 3:20; Matt. 6:33, 34). Your faithful example will continue to encourage the brothers when they also face other challenges.

I think that the construction layoffs was in a video address to the biathletes at morning worship.
Not sure that was in a letter, yet.

Interesting is it not that the WTS became the richest in its entire history recently by virtue of selling off many of its branches around the world including the main Brooklyn branch to a tune of a billion dollars on just those properties alone.
Yet they claim the Org.. is now financially strapped, even when imposing a new increased monthly donation by all congregations. ???
Something hints that the WTS isn't telling " The Truth " about its entire financial picture ???
The WTS has had long list of lies in supporting its organization and not just doctrinaly.
There other relevant elements to why I think the WTS is lying about its assets, such as it's printing costs have gone way down from previously .... ie. they aren't printing like they used to.
Both the Canada branch and UK branch have posted in government regulated non profit organizations that they have 60 to 70 million on hand in a recent evaluation.
Yet they are supposedly so poor that they asking money from children.
My guess is they are deceivingly trying to build up its own real estate holdings through expansion and renovation while at the same time proclaim they don't have the money, a game of indulgent deceit as it were.
My guess is they have the money but they want more so to build more, in thinking they are eventually going to come out on top with their overall financial picture.
When you can exploit people for labour as well money to build Kingdom Halls or whatever, why not take advantage of that to the betterment of the organization that you are positioned within and whose also drawing out an income ? $$$
