This used to be a Hilton Garden Inn badly located with half the rooms overlooking an Interstate. On the flip side, Orange County Choppers is located on the premises. Some pretty cool bikes plus a so so pub.

So, how does one submit a request via PDF?
Someone scans the paper copy into the computer as a PDF document and then sends that?
Have they even seen how hotels use webpages for secure reservations?
Are they really that behind technologically for all of their "We're on the net now! We're so advanced!" song and dance?

The original purchase which cost $21.6 million - interestingly the Society just said that it was to be temporary accommodation for workers at the Bethel http://www.recordonline.com/article/20140322/BIZ/403220306
They have done the same in the UK - buying a cheap motel near their new European HQ at Chelmsford. The method is to refurbish using free JW labour. It just seems like another ongoing source of revenue for the Society , and another property that doubtless will be "flipped" in a few years time. You can be sure that JWs will be expected to donate pretty much what they would normally pay for a similar hotel room ( which of course would normally include property taxes , sales tax , staff salaries etc - all of which the Society doesn't need to worry about ). 40 minutes driving distance is hardly " close by" , either.
