As far as their concerned, they can't.
The fundamentally flawed system of rules they apply to the situation have, in fact, made the problem so institutionalized that it's virtually impossible to fix, but from their POV, that can never be admitted or changed, because said system is "Biblical", which is the cornerstone of their claimed legitimacy.
The bigger problem is that dealing with it properly - with mandatory reporting - would have the almost immediate effect of having far more abusers becoming "known" offenders...
...permanently removing them from serving as "qualified brothers" at the congregational level, not only by the standards of basic social acceptability, but by the WTS' own stated rules.
And I suspect that the problem is so widespread that if this were to happen, it would cause a crippling shortfall of available staff to keep operations running smoothly at the grassroots level...
...and if they can't keep individual congregations in line, how is "God's Earthly Organization" going to properly function, and therefore survive?
