The congregations pay to build it and then they have to rent it to use it.
Renovations are a scam.
They generally do a renovation a year or so before they are going to close the congregation down and sell the hall.
This is all done on the hush hush so the congregants give all their grocery and ice cream money to keep their little congregation going.
One day at the end of a meeting a letter will be read and the congregation will be disbanded.
