Perhaps He wanted to see how Eve would make out after increasing the pain of childbirth thing.
By allowing them to have multiple children, He could then tweak the pain up or down until He got the results He wanted.

That is exactly right. He let her be... unlike the watchtower, he would not just get rid of sinners and bad apples. He let them flourish. That is the opposite of what we get. We are not allowed to challenge them. They are afraid we are going to make sense.
So if God... if you believe in it, allowed the wicked world to flourish and ruin everything... who is the GB to quash those who choose to leave?

Or perhaps he felt that their children should not die for their parents' sins, but then all the children that died forever in the flood, Sodom and Gomorrah, and Armageddon are not dying for their own sins but their parents.
