They're probably in holiday season mode now. Or pre-assembly "come to the regional convention it's only 100 miles away trash leaflet" campaign.
With the carts they tend do the same time and day. So if you caught them once in a particular location you'll possibly catch them again.

Well it's been many months now and it's summer ,still no signs of a trolley.......
I would have liked to take a bunch of literature from the cart and started tossing it into the bin, right in front of them.
Then... video the looks on their faces.
And keep the video going to see if they went dumpster diving.
Good for you. I've had two opportunities lately and one I kind of froze on and the next confirmed that I am getting pretty ambivalent about the entire thing. I think its a good sign, but I still regret that I didn't say something. Especially because I had a plan!!
