The article The Challenge of Preaching in One of the World’s Largest Ports says that in the Netherlands it started in 1983. I know personally that it was done before then by JWs taking the initiative, but perhaps that was when a specific programme began.

I know of harbour witnessing being organised in the UK from at least the mid 90s too.

What is the video being shown in the background of the audio recording? It looks like something dramatised. Is it meant for public viewing (those of my ilk) or is it for internal consumption (for encouragement of JWs)? I assume it is a product of the new* video ministry that the WT is now starting to emphasise?
Out of curiosity, when did this video ministry begin to become a thing?
* New to me i.e. started up within the last two decades.

Im betting it began around 2012-14.
Seems that the WT rebranding began about then. The printing era is dead.
Im guessing within the last 10-12 years the video ministry took off. Same time as the jw broadcasting.

I grew up near a small sea port . There was a local brother who took it on himself to go down and Witness to the crews on the ships. Everyone left it to him as a specialised territory…..This goes back to the ‘60s

As a pioneer in the 1980's I went weekly on the foreign shops that docked in a big seaport.
The foreign crews on the ships always wanted a bible for themselves to read at sea.
The best response was from the prostitutes on the ships.
They took all the watchtowers and awakes we had.
One lady said to me, 'Not that issue, I've read that. Have you got the very latest one please.'
Never had that sort of interest or reaction to the literature from any householder on the doors ever.
