In 1919 the Attorney General decided not to initiate another case, as WW! was over, so the cost was not justified.
So Rutherford and his cronies only gained their freedom on a technicality, their Appeal would not be heard.
So they were never "exonerated" as the WT/JW Org claim.
Because of the WT's stance, (Rutherford's), no Flag Salute, no joining the Armed Forces etc and discouraging his followers from doing so, I do not doubt he would have been re-arrested had he not gone and snuffed it.
How would that have fitted with Bible "prophecy" ?

I agree.
I find it interesting that Hoover's letter is dated March 1941. It was exactly at that time that the flag salute issue was being challenged in the American court system by Hayden Covington et al. And then, in the summer following, the "Children of the King" assemblies were held where Rutherford recruited all those children to take up the challenge to the First Amendment by having them pledge allegiance to "The Theocracy" instead of to their country.
The summer of '41 was Rutherford's last public speaking tour - he died a month after the bombing of Pearl Harbor.
