The Governing Body might say ... "because of our deep love for you, after much deep study and reflection, there is a chance that Acts 15:29 could be referring to one's physical health, as a result blood transfusions could become a matter for your personal conscience."
How they could change blood doctrine

Ugh.
Yeah, that’s pretty much how they’d spin it.

"We 'never' said you couldn't take a blood transfusion".
ROFL

nowwhat?:
"If the blood policy was a sandwich.
"You may eat bacon
"You may eat lettuce
"Tomatoes are ok
But a BLT is absolutely forbidden!!!"
😸😸😸
Unfortunately, it's even worse than that! You can't eat the four major components of a BLT (bread, lettuce, tomato, bacon) separately either. But bacon fractions, tomato fractions, lettuce fractions and bread fractions are all allowed, and in any combination! Enjoy your tomato seeds smothered in bacon fat, WT! 🙄

Not to wish harm on anyone, but wait until one of the governing body requires a blood transfusion.

When a governing body needs a blood transfusion?
That's when we see the Borg bend over backwards & double switch to accommodate the governing bodys. More confusion amongst the rank and file.

Their current blood doctrine is wrong by their own rendering of
Acts 15:20-but to write them to abstain from things polluted by idols, from sexual immorality, from what is strangled, and from blood.
verb- 1."the terms stipulate that he must abstain from consumption of alcohol and controlled substances"Does not abstain mean every part of something? Can you abastain from cheating on your spouse by defining sex as PIV sex but giving or receiving oral is fine?Makes no sense

As others pointed out, it is something like this:
You can get a transfusion of BLOO. Or BLOD. Or BOOD. or LOOD.
But if you get a transfusion of BLOOD, Jehovah might destroy you at Armageddon.

Ironic that one of the Org’s suspected problems is a hemorrhaging membership…
…necessitating a relaxation of the rules in the hopes of receiving a transfusion.

The blood doctrine hey?
They value life and safety to such a high standard.
Then they uphold such a damaging blood policy.
I do believe the Borg has a tiger by the tail with this one.
Painted themselves into a corner.
