Mandatory Reporting Laws in Canada - Child Abuse

I'm curious, why is it that some regions haven't made reporting mandatory? Is there some issue that I'm not aware of that prevents it?

The case for mandatory reporting is not as obvious as I had assumed.
For example the biggest child welfare charity in the UK is undecided about it.

I just want to add that I have worked with children in sport for over 20 years and for some of that time my duties have included child welfare. I have always taken the view that reasonable suspicions of child abuse or neglect must be reported to social series or the police.
