I strongly suspect that the WTS's lawyers (within the Org and without) have advised the leadship that the very distinct possibility is on the horizon.
A lot of their actions are definitely the kind of cost-saving, circle-the-wagons-type decisions that would be made in anticipation of something like that, IMO.
