I have been watching this video. At about the 4:40 mark, the footage shows a big black tank with two windows (they look like windows). At the 4:46 mark, you can 2 of the tanks already in the ground and they being installing a third one. They are huge. What are they? Bomb shelters?

Those two white squares are white labels of some kind , they are not windows.
Most likely they were water holding tanks, there was a lot land there at that site so maybe they were thinking of growing their own produce.

It is interesting the little nuances you notice if you pause the footage periodically and just study the surroundings. I would love to know who the other people are in the video, especially the woman at the beginning.
And it is really creepy when JFR sticks his tongue out at the beginning.
