Ahhh ...
It likely due to font-sizes then.
You can either go with absolute font-sizes (where you specify what sizes text in different elements should be) or go for relative sizes where you can't say exaclty how but they will be but just the relative sizes (bigger, smaller etc.)
If someone has large fonts enabled or some other out-of-the-norm setting then this can play havoc with web layouts if you haven't catered for it.
