It hasn't changed a thing with procedure where the exemption under debate in Delaware doesn't exist to be used. But, if they lose the case, it may result in a change in reporting policy at least in Delaware and states with similarly worded exemptions. -

It's interesting that they disfellowshipped both the abuser and the victim. They don't seem to understand that an adult in this situation has the power and it would be very difficult for a child to say no. -
