Robert Miles' song Children. If you have never heard it, you HAVE to listen to it for the goose bump thing.
He died of cancer at a relatively young age (early 40's) but the music and his face in the clouds just does it for me.

My choice is a bit odd since I usually lean towards music from artists like Merle Haggard, but there is something about Vivaldi's Winter that can almost move me to tears. Here's a version I just found played on a piano. Have to marvel at the artist's skills:

RubaDub- 'Children' by Robert Miles is definitely a goosebump song. As soon as I saw the picture I got goosebumps. Unfortunately for me, it also makes me cry or sob rather. So I don't listen to it anymore.
Here's a few of my goosebump songs. I will say that, that Robert Miles, Children song probably is #1 or near it, in the goosebump category. Debussy, Maurice Ravel, Dead Can Dance are right up there for me, depending on the song.
