The reporting of hours was brought in by Joe Ratherflawed to "check up" on the brothers. That's the claim, not in any "opposers" writings, but in the Society's own publication! It's in the old "Jehovah's Witnesses in the Divine Purpose" book. (You may remember the one. It was written as a dialogue between Lois and her friend.)

I never lied about my hours, but for the past 5 or 6 years, I have not met the national average, and nobody's been hounding me to put more time in. Maybe I have fallen thru the cracks??? We didn't study regularly with our children either (24 and 18). They are both of the sort that if, for example, we studied the WT for the Sunday meeting, they would be bored out of their tree during the congregation WT study, because they would have gone over the material already with us and were ready to move on to something different. It was like that no matter what we studied. And maybe once in a while we would fill out a study report slip on them, however not in the most recent years. I always felt like in reporting a BS with them, I was reducing them to a report for the society--and they weren't my children anymore. So if any elder ever asks why we didn't turn in a BS report, I will tell them that very thing. Except now my daughter has her own apt. and my son I'm sure in the elders' view, is of eligible age to be baptized, although he knows he's not ready and won't be for a long while.

Hmm---interesting--I think I still have that book. I will have to look that up. I always thought it was the judge starting this from an attorney's POV--you know like they have billable hours when they spend time on a client's case. I figured he just transferred that idea to reporting time (billable hours) spent going from door to door.
Most of the people I've worked with don't lie about their hours. There are 'smarts', or, tactic designed to gather up more time. I learnt a few when I started working with some pioneers. This brother (used to live close by) would hand out a tract immediately he left his door, or sometimes to his neighbour; counting time has started. He makes it to the field service meeting point, then stops counting time for the duration of the meeting. Lunch time: he counts lunch time because he hands a tract or says some kingdom thing to whoever's serving lunch, so it's all legit. Same thing on the way back home: he doesn't stop counting time until he enters his door, reasoning being that he's still preaching. Usually, he gets home and hands a tract to an unbelieving friend or neighbour or friend of a friend.
When I would report hours like: 2 hrs 18 mins, the book study conductor (used to collect the slips, I was almost always late) would say to round up, after conscientiously asking questions/saying sth like: when exactly did you stop? You're in service 24 hrs anyways... Perhaps lots and lots of minutes and half-hours. But blatant lies? Hardly.
When she said she hadn't been out in service for several months, the elder said, "Well do you read the Bible with your children?" When she said yes, the elder said, "See? That's 4 hours right there. I'll put you down for that.

My report card was pure fiction. My bookstudy overseer would know I didnt do anywhere near 20 hours a month and yet he never questioned me. That probably says as much about him as it does me. I also used to get badgered into filling out a report card when the CO visit was pending. Funny that...
This reminds me of a funny story. When I was fifteen, my aunt (major JW elderette; had a record 18 studies going at one time) was studying with me. I was, of course, reluctant, but in order to sweeten the pot, she'd give me driving lessons for about an hour before the study (I'd just gotten my permit and was wild to drive). I asked her once if she was counting time for the driving lesson, and she said, "Of course. Whenever you're behind the wheel, I'm praying, and I ought to get to count time for that!"
