That has never been done in any country that I'm aware of.

I don't ever recall anyone asking to see my blood card, and definitely not a traveling overseer. We would fill them out every year or so, I would put it in my wallet, and that would be the last I would see of it until I replaced it.

I do have a memory that group leaders were once told to ask the members to make sure their blood cards were complete. Also I believe that they were asked to give a photo copy of it to the congregation to be kept by the Secretary. However, checking the “ Shepherd the Flock” book , it says nothing like that now. Data protection laws finished that off , I expect. The elders never bothered to ask anyway.
Incidentally, the book also says that HLC have to get the patient’s consent before getting involved or talking to doctors.
