It doesn't make any sense. Now if you'd said such and such a person has a face like a bag of spanners it would make more sense. Except that it loses something in the translation into American, ie a face like a bag of monkey wrenches.
Same with the old Cockney greeting: "Hello Darlin, you've got spanner eyes!" ( ie. When I look at you my nuts turn) wouldn't work with "You have eyes like monkey wrenches".
