They are underpaid stipend-receivers whose job probably actually focuses on telling congregations that they will not be renovating and getting locals to scrub and do minor repairs on their own. They probably do more recommending of which halls to close and which ones to move people into.
The biggest part of the job is enjoying having people kiss their asses and think so highly of them, making sure they tell people that so much is going on "somewhere else." I imagine most were well-connected Bethelites who managed not to be canned.

Thank you darkspilver. I remember that thread and have been expecting the video to come but never saw it. Because the thread is named after the letter, I wouldn't expect to find the video there, and it would be too difficult to locate that thread again, and I suspect others probably missed it too so when I found it on reddit I shared it. Hope I haven't missed anything else in this manner, these things need their own thread.

Sure, but I believe this forum limits members to posting only one or two actual new threads in every 24 hours (to help stop spamming etc etc) - hence the posting onto already existing threads on the same subject
For example, rather than 'use up' one of my new thread quotas for today (in case something else comes along that I want to post that definately needs it's own thread) - I posted the below onto an already existing thread as it was related:

Bureaucracy at it best. Busy work except no real KH's being built! Maybe the building work is 'invisible'!

The March 29th 2014 letter to congregations said that more than 13,000 new kingdom halls and 35 assembly halls were needed worldwide.
This was the meeting where they were "confident that Jehovah will provide what is needed by your generous support". Two months later were the worldwide congregation donation arrangements - a monthly tithe.
The 2013-14 yearbook said there were 115,416 congregations worldwide.
The 2015-16 yearbook said there were 119,483 congregations worldwide.Considering congregations have been consolidating into fewer kingdom halls, how truthful were they when they said they were building 13,000 new ones.

New Congregations does NOT mean new KHalls.
