In the pre-70's times , when the GB had little power and was basically an administrative / corporate advisory body ( essentially Russell , Rutherford and Knorr/Franz were the bosses and ran the Org like a dictatorship ) it was quite possible that sometimes an offer was turned down.
In more modern times , when the GB really has become the FADS / body of power , one doubts there has been any refusals. To be even considered to be a GB members , one would have been groomed for years and would be totally lobotomised as an "Organisation man" - hence would be convinced that their appointment would have been God directed.

I swear some of you, though you may have left the religion, are still very much stuck in the stuffy, humourless mindset of the JWs. Perhaps you ought to just do us all a favour and rejoin.

Which tells me that there are more and more JWs getting little "chinks" in the armor. They are getting those nagging feelings in the back of their brain because things are not happening the way WTS promised them for decades. So, they decide they will "take a peek at the darkside".

I believe there are. Don't forget that each dislike counts as a 15 minute "witnessing".
Cognitive dissonance allows those who are "in" to excuse their lurking as giving a fine witness. Sites like these are like porn for them - it titillates them to visit here.

This question make me think, who is above the GB that is able to make such an offer? A top secret Mason agent that pulls all the strings tied to the current bozos known as governing body members? It can't be a god but must be someone who thinks they are God.

I turned it down also. They kept calling me about being a member of the GB.
I got suspicious though when they kept asking me at the end of the call about extending the warranty on my car.
