If you did a survey among the JDubs, I would guess that 9 out of 10 would say that the Borg is expanding. They don't think about congregations combining or branches closing. The only ones who may think differently are those who are directly affected and even then they will comment on the growth because now their halls are fuller with Witlesses from a closed down hall.
