So I guess it depends on the elder body serving in the particular congregation. Some elders are radical and some aren't.
In order to avoid such problems where they scrutinized every minute (very small, tiny, infinitesimal, insignificant) part of your life, it would be better to leave such and environment, and find an other environment where you can live your life in peace without so much drama, which is not good for your health.

They can get disfellowshipped for just looking if they deem it "brazen conduct".

I am assuming you are not referring to the double cheek kiss that they do in some countries as a greeting. But if two people of the same sex give a lip kiss that is obviously sensual then they are going to get a meeting. It may start with a couple of elders but if its not explained away by a misjudgment or greeting kiss or some such thing then its off to a judicial meeting. That will not fly in any group of elders. Unless you are about to be removed as an elder for not following the rules. That is the way it is.

SaltaDoom, you don't really believe that crap you wrote, do you?
Elders disfellowship "repentant" people all the time to make examples of them. Especially if others know about it. They are making a statement to others that this won't be allowed.
And their "help" consists of the direction to pray more and go out in the ministry more.
You might not know this though until it happens to you.
Believe what they actually do, not what they say they do.
Many here can testify to the above, including myself.

A kiss is just a kiss - as Bluesbrother stated , its not in itself a DFing offence , even between men. But doubtless the elders would want to investigate , especially if COs are involved.
Re Judicial Committees - I have always found the notion of "repentance" a bit curious anyway. It just seems to be something that is pretty easily faked or mixed up with feelings of guilt / embarrassment when the person gets caught.
In the JCs I was involved in as an elder , I was pretty skeptical with the whole concept. Teenagers doing cigarettes / drugs , adultery , pre-marital sex etc. Nobody really seemed especially sad or guilty - it just seemed to be a process. I suspected that most of the "sins" would never have come to light unless somebody had snitched on them. A pioneer sister confessed to an office sexual romance with a "worldly guy" eight years previously that had only just been revealed due to a complete fluke of circumstances led to her husband finding out. Almost all were just reproved though - some publically , most privately.

It wouldn't qualify as porneia. But it would probably be regarded as sexual uncleanness due to the homosexual inclinations underpinning the action.
To JWs it's not the same as an unmarried man and unmarried woman kissing. That can be regarded as somewhat legitimate if the man and woman are courting (even if it could often be seen as skirting the line of what they would consider as recommended behavior, depending on the nature of the kiss and the setting in which it was done).
But a homosexual kiss is never under any circumstances legitimate or excusable as it involves acting on sinful and unnatural desires, according to their teachings. Depending on the setting in which it was done, the elders might make a case for brazen conduct and DF you on that ground.

Sometimes the JW judicial process filled you with wonder. At one level, the hard-heartedness of some local elders made you wonder if they had any compassion at all. And, then at another level, compassion seemed to be without limits. A former Aussie circuit and District Overseer was kicked out of a Gilead class for some un-named sin.
So what do you have to do to get kicked out of a Gilead class? Could only be apostacy or sex! Anyway, a few years later, he's invited into another class. So whatever his original sin, compassion was extended to him. He had a up and down theocratic career, so it sometimes seemed that the branch went out of its way to extend compassion to him.
in the end, though he went too far. He and his wife were pioneering in Brisbane. The wide comes home on day to find him and a former Bethel brother, kissing each other's personal bits, in the shower.
I leave it to your imagination as to how and why so much compassion was extended in a much more complex story than I have told.
