I think the GB noted that in South Korea earlier this month, that the authorities went after the leaders of the religious group who continued to meet during the corona crisis over there. The leaders were held accountable, not the regular worshippers. Amongst other things, they were accused of murder for allowing the virus to spread.

Every so often, a particular legal or governmental system feels compelled to "make an example" of someone.
Sometimes it's even legitimate and justified.
