Anyone can look up any UK congregation of JW's on the Charity Commissions own website.
This is a random shot featuring one of the Wolverhampton congregations:

If we now look back at the highlighted What, Who and How section above we can check what the Charity commission is referring to by these terms. They are defined as follows:
So now we can see that this congregation is attempting to promote religious activities. (The What)Classification
This is a system of classifying charities by reference to their purposes (what), beneficiaries (who) and method of operation (how). The Commission started to collect this information by asking charities to classify themselves during 2000. Charities are asked to check their classification every year. Many charities have not yet specified a classification for themselves.
The beneficiaries of these activities are: Other charities / Voluntary bodies / General Public / Mankind. (The Who.)
The way in which these people will benefit is via these methods of operation: Provides human resource(eg staff/volunteers)
Provides buildings/facilities/open space
Provides services(eg care/counselling) (The How).
So there you go. Your local KH is there to promote religious activities that benefit other charities, voluntary bodies, the general public and the rest of mankind. They will do that using staff and volunteers using their buildings, facilties and open spaces to provide services in both care and counselling.
OK, I'm (as a member of the general public) off to the KH to get some psychiatric counselling and a free lunch. Then I shall play soccer on their open spaces after which I shall have a shower using their facilities. Then I shall let them care for me over the Christmas holiday.
Hope they have a turkey!
