The average publishers is up by 2.2%, but the number of hours spent in field ministry and the number of bible studies is only up by 1.027% and 1.080%. Does this mean that each jw is doing less on the ministry?

your "% diff" column needs revising. Just as an example: the number of partakers. Given the number of partakers for 2002 and 2003, the percentual of decrease is 2.226%.
The same goes for some others rows.
