Not sure why you need taxes for any of this. In the US I pay a private company for my trash, my electric and my water and sewage. It is all very cheap and high quality (4c/kWh for electric, $25 per quarter for water, $30/month for trash, $200 every 2-3 years for sewage). I don’t have to sort my recycling or any such pointless crap I used to do in Europe. If I don’t pay the trash guy, the trash guy doesn’t show up, if I want more than an 80 gallon bin and 2 bags per week, I call him and pay an extra $5 for 2 bins.
All of this can and should be arranged by a free market. If you don’t pay and try to freeload, you would die in a matter of days. People are motivated by not dying.
