Yes, it is freely practiced and of course kept quiet. There are all types of people in the organization. This is tolerated as long as it is consensual and kept quiet. The witnesses are divided in to those that do, those that don't, those that do it all.
People have differing sexual backgrounds, needs, desires and practices, watchtower realizes that and the more down to earth realistic types accept this while the extremist staunch fanatics don't.

Yes knew of a CO and Wife who engaged in wife swapping with a PO and wife -- knew of a CO who ran off with a pioneer sister -- knew of en elder disfellowshipped for homosexuality -- nothing new under the sun --
I knew of a few couples in a nearby cong who were reprimanded for wife swapping.. not sure how far it got... but there were meetings over it.. and elders involved..
My ex was asked if he would wife swap when we were first married... I found out from the wife of the guy who asked.. guess my hubby (ex now) said no..
