You only have to go through the 80 questions (that was the last count I remember...in my day, there were no questions...just a nod from the congregation servant was all it took).

The decision rests with the local elders as to when a person qualifies to get baptized. An aspiring JW needs first to be an approved publisher, that is the elders deem the person to be good enough to be publicly representing themselves as a Jehovah's Witness. After that, the person needs to set a track record of door-to-door work. How long and how much is up to the elders and standards vary wildly.
A person could be baptized after 2 or 3 months but not always. There are other things that are taken into consideration, such as how long and how much has been studied, how much of JW teachings they know and they have sit through sessions with elders covering 80 basic doctrinal questions. All this combined with a field service record is considered and even then the elders can still deny a person on a whim.

nope. it's mandatory, to at least report time in service, to get baptised. I don't know why they say it's voluntary, I guess you get to choose when you go, but that's about it?

For a JW to tell you that is a baldface lie, if their aim as a JW is to be an approved associate in the congregation.
Of course you can not go door to door if you want to, but they have a whole other label to slap on you.....inactive.....along with the appropriate negative connotations they apply to it.

Dear Brother Finger,
In response to your question about the amount of door to door (Acts 20:20) field service necessary to perform prior to baptism, we are pleased to report that, effective Mar. 1, 2004, a new requirement will be in place in the UK. We are certain you will agree this new simplified arrangement will be a blessing to all of God's people.
The new arrangement calls for just one (1) hour of field service to qualify for baptism. The Service Committee of your local congregation is in the best position to determine how such time can be counted. Of course, we urge you to use your time wisely, "buying it out" as it were.
No doubt this new, simplified, spirit annointed arrangement will lead to a glorious increase in the number of Kingdom Publishers in this small but really quite important corner of the international field.
As you know, the requirements are more stringent in other foreign lands. However, it has come to our attention that in the UK many have become "sluggish" (Heb. 6:10,11) about engaging in this lifesaving activity, so this new arrangement should make it easier for all to engage in the ministry.
