Many pharmaceutical companies have compassionate programs where people who need their medications but are not able to afford them (or their insurance companies will not cover them) can request to have the medication supplied at reduced cost or even donated to the individual who needs the drugs.
Her doctor will be able to refer her to the manufacturer and can contact the sales rep (who wants the doc to continue prescribing these meds) to get her the information she needs in order to obtain her supply of medication.
She may also be able to enroll in a drug study, it's a way for her to get the medication she needs without undue financial strain. In a study scenario, it is normally a "double blind" study (meaning that neither the patient nor the doctor are aware of whether the patient is receiving the drug or a placebo), however, if the patient is assigned to receive a placebo, in order for the study to have ethical credibility, the patient MUST receive a known acceptable substitute for the study drug.

And a question I have too for you Jim is that the drug in question HAS been approved by the FDA, so I don't know what the problem would be with it being purchased in Canada.
The other thing is that the drug may not actually be available in Canada. We have our own drug approval process and it sometimes lags behind the US by a year or more. It may be an exercise in futility (not to mention a complete waste of time that she can't afford to waste) for your friend to try to purchase the drug in Canada.

Ya but you have to realize that the FDA is on the receiving end of the Pharmaceutical Industry in the States, greasing their greedy palms, so of course they're going to say something dumb like that.
The drugs in Canada are the same as the ones in the States. They have to go through rigorous testing before being approved. I saw one program either on 20/20 or Dateline a couple of years ago and it showed a bus load of seniors from the States coming up to Quebec to get their drugs as they cost $400.00/month as opposed to the $1200/month the same drug would have cost in the States.
