There were statements made then, and thereafter, stressing that this was only a possibility. Unfortunately, however, along with such cautionary information, there were other statements published that implied that such realization of hopes by that year was more of a probability than a mere possibility. It is to be regretted that these latter statements apparently overshadowed the cautionary ones and contributed to a buildup of the expectation already initiated.
Above, they admit that they published statements that 1975 was a Probability. The next sentence it goes on to say that "It is to be regretted that these latter statements apparently overshadowed the cautionary ones and CONTRIBUTED to a buildup of the expectation ALREADY INITIATED".
They weasel their way out of it by saying that The Dubs already had initiated thinking along those lines, and even though the Org. Did Imply 1975 as probability, it was the Dubs fault for thinking this way, because they were the ones that initiated it, and the Org. was only a contributing Factor, thereby laying most of the blame on the Dubs.

Un-freakin-believable. They are no better than those quack "creation scientists". I wonder whether Professor Aki knew that his (I'm assuming male gender; not sure) words were chopped up like that in order to fit their criteria for "acceptable research".
