I think is in an old thermostat.
It controls both cooling and heat methinks.

When I maintain the diaphragm carburettor of my nanolight aircraft, I must calibrate the fulcrum arm height using a device called depth micrometer which looks like yours. It consistently measures the arm height to within 0.001 inches.
Some have flat bottom and some have 3 legs:

Several posters are right. It's a device for measuring the curvature of lenses.
