When I maintain the diaphragm carburettor of my nanolight aircraft, I must calibrate the fulcrum arm height using a device called depth micrometer which looks like yours. It consistently measures the arm height to within 0.001 inches.

Several posters are right. It's a device for measuring the curvature of lenses.
