That's partly it, but not the core underlying reason.
Child abuse has become such a problem among JWs because the WTS is - at a fundamental level - an authoritarian high control group (and has been for a very, very long time). It utilizes a top-down heirarchy, eschews the democratic process, behaves secretively and avoids fiscal and policy transparency, and deliberately marginilizes itself from human society in general.
These policies cannot help but effectively create an internal environment wherein the sexual victimization of young people (not to mention many, many other negative circumstances) becomes virtually inevitable, and quickly becomes insititutionalized, endemic, and impossible fo fix.
In that vein, the child abuse issue is, in fact, a symptom of the greater problem; that of authoritarianism itself (BTW, there are hints in Crisis of Conscience that Ray Franz understood this, but it isn't fully explored)...
...which at this point indicates (to me, at least) that that basic overarching characteristic ultimately disqualifies any group -religious or secular - from any truly credible claim of validity.
Ergo; it doesn't matter how well a religion follows its own scriptures, rules, or customs, how effective it is at spreading its message and increasing its membership, or how pious and righteous it appears to be...
...if it's authoritarian, it's fundamentally illegitimate.

Also we consider the amount of sexual repression that being a JW is under, even masturbation is forbidden. Only one way to get rid of sexual tension is to get married and then it is strictly missionary style sex were one has to avoid too much foreplay and oral stimulation is a no no, anal is forbidden, and unclean thoughts of sexual fantacy must be changed to something acceptable to the prudes at headquarters.
All this repression sexually means shoving these urges in the unconscious full of psychic energy that can surface from time to time almost like a possession causeing god knows what.
The JW and the Catholic Church both encourage sexual repression which no doubt is one of the main culprits for all this child molestation going on and just now causing all these lawsuits to surface. Expect lots more of these in the future as everything that do to combat this problem is wrong and only increases the repression.
