Hundreds of skilled workers from Regional Building Committees across the country are ?offering themselves willingly? in response to a special invitation to assist in this effort.
What this really says is that we are commending those who come to slave for us for free and trying to motivate others by guilt to do so also (or make them feel as if they are especially privledged to be doing so by their special invitation offering). They are obviously in need of more skilled workers to continue to build their money making empire.
