That is one of the weirdest things I have ever seen.
I wonder how much this kid would go out in service if he did not have to report time. Recently I had my annual conversations with a WT corporate compliance office (i.e. Elder). I asked him what would happen if the r&f were not required to turn in time. His replied honestly by saying: "the amount of service time would drastically go down."
