if you want to be technical about it, if you walked into the pool, your toes got wet, a boundary layer of water, that water cover was still there when the toe protruded from the splashy water surface. You were totally covered in water until the towel finished its job-- later.
Does the water-surface you are under during dipping HAVE to be totally calm and level? that the watersurface you are under is shaped like a sock, glove, is it not still a water surface? how wavy can the water be? another question:
could you immerse a patient inside an iron lung under water and call it baptism, when he/she did not get wet?
frankly, if only your little toe is left of your life, you are dead. certainly braindead.

PS: I flew once in wintertime from the north to Orlando FL.-- There was still liquid de-icing fluid in the joints of the rear windows after we landed.
