That's really wrong that they didn't reimburse you. I mean, the purpose is to encourage folks to NOT purchase animals from stores (thereby supporting puppy & kitten mills), and to help those who may not have the $$$ to spay/neuter. That sucks, but nonprofit is famous for not following through with paperwork (lack of professionalism, short-staffed, etc.). No wonder so many NGOs lose their funding; a lot of them don't fulfill their mandates simply because they are administratively challenged.
The SPCA here used to help with costs, but they don't any longer. So I would get a cat from a private program, and the dog I can get from friends. I have a couple of friends who sell puppies, just a litter here & there. They have each offered me a freebie. ;) Blue Healer or border collie. Nice choices, huh? If not that, I will get a Heinz 57. :D
It's expensive, but I could probably scrape up the initial costs. (Female cat about $200 incl. all spay & needles, dog would just need needles & parvo.)
At this point, I'm more concerned about a backup fund for illness. When my cat was sick a few years ago, it cost me $300. at the drop of a hat, just for one visit. Which isn't much to pay out for a friend who never let me down once, and was my constant companion for 16 years. I couldn't afford emergency medical care at this point, and I don't think it's fair to have a pet get sick and let it suffer ...
But I really miss my cat ... it's the first time in my life that I haven't had a feline companion to boss me around! ;) boo hoo RIP Squealer
