The only real change that I could see in the new book is that now when someone is disfellowshipped or disassociated the announcement will read, "so-in-so is no longer one of Jehovah's witnesses"
Disfellowshipping in absentia policy from "Organized to do Jehovah's Will"

I think that the only change they have made recently, Is the "Mister Outoftheorg" ( Is no longer one of Jehovah's Witness'es.) Which does not indicate that any particular action was taken against the now ex member.
I think this may give them some advantage in a court of law. Where they used to use terms such as
( for conduct unbecoming a christian) or (some one has been disfellowshipped) which indicates that action was taken against that person. In other words ( they were found unworthy of associating with us)
Lately it is all (lets cover our ass, legally) with the wbts.

I know for a fact that for the last 30+ years that if you were summoned to a jc and did not show up you were dfed, you are never dfed for any thing other than bad attitude, This can be determined in one of several ways,
repeat offender, say a sister has an affair, she goes to the elders and sobs "I am so sorry," they give her council and tell her to study more and have a study with sister pampas, and all is well with the world,
The same sister then goes out and gets laid by the pizza delivery guy, and the elders find out, she goes to the jc and cries "I am so sorry I am a bad person and I love jah" at this point the elders can df her on bad attitude because she is a "practice of sin" the society says you can practice sin on your first offence, but this is a little ridicules and how do you prove it?
another way you can have a bad attitude is the old fashioned way, you steal a candy bar and the elders find out you get a jc summons and when you go you tell the elders to fuc( off, they will say you have a bad attitude and you get dfed
another is you tell a couple of bros when you are looking at whack books in your basement that you really don't thing the society is gods tool on earth, they turn you in, you get a jc summons and you don't show up you are then deemed to have a bad attitude and dfed,
Remember the elders only df for one reason, BAD ATTITUDE but you can be said to have a bad attitude for many reasons unique to the society
The one thing the elders can do with the approval of the society is if you leave the cult, and you have not called your self a dubber for many years and have done nothing wrong to be dfed for, after a few years you are not considered a dubber by the dubs, so then you start to have a cigar now and again, and a couple of bros see you driving to get your mail with a stogie, they turn you in, then the elders can just say he is no longer a dubber so we will do nothing,
I have always thought this to by hypocritical of the society, so some one who left and after a few years decided to go have wha ha good time and was just said he is no longer a dubber any ways we will let it go, then this person could [why the hell would they want to?] come back with no down time,
But the person who was doing the dance all along [going to meetings ect.] and got caught with sister pioneer in the camper, gets dfed, they have to go thought the gauntlet to get back to square one. things that make you go hummmmm?
The best thing you can do is keep the hell away from them all, why would you want to go to the kh, meetings, assemblys, ect?
The best time to start you life is right now don't wait till some day, we only get a certian amount of time and the clock is running, so make the best of it, and going to jw hell is not doing that,

Someone mentioned the legal position. It was also once suggested that's why they changed the baptism questions to include the "spirit directed organisation". Not sure I understand legal implications?
