The Bulgarian compromise occurred when the Watchtower wanted to get legal recognition in post-Soviet Bulgaria.
The Bulgarians said no way, you don't defend your country and kill people who need blood transfusions.
The Society came back and said they would accept alternative service, not issue blood cards to minors and
(this is the big one!) that taking a blood transfusion was "without sanction" - a blatant lie to public officials, including
those in the European Union. This public falsehood was documented in documents openly available , as shown by
Lee Elder on his blood reform site.
When some folks called the Society to ask how the blood issue was 'without sanction', they were sometimes told
that publishers aren't automatically df'd - another lie, since they are now automatically disassociated!

And all the COs and DOs know.They know it's all a lie. A CO once said that he talked with a member of Christendom's clergy and the pastor told him he knew the JW's have thetruth. Looking back on that statement I know the CO was lying through his teeth to the whole congregation while they all had the same goofy deluded look on their faces.
