I'm not sure of what use this is, but it seems to be a function in MS Word that allows you to dump text into a document quickly. The first number is the number of paragraphs you want, the second number is the number of sentences in each paragraph. Each sentence will be "The quick brown fox jumps over the lazy dog." I've never seen this before. I'm not sure why it was included in the software.

It is either, like rem said, a function included to allow the application testers to fill in large amounts of text quickly for testing, or it's a so-called "Easter Egg", a program code added by programmers for fun only, like artists' signatures.
Do a net search for e.g. "word" or "excel" and "easter egg" and you can have lots of fun. A recent version of Excel had a built in mini-flight simulator like thing... No wonder the programs are so huge.
I think the first explanation is most likely for this piece of ccde, though. I would like to have such a feature if I tested the limits of Word during development.

The first part RAND is the command for "Random", and is an interpolation based on the base ability of an algorythm on the processor which is designed for fandom number generation.

RAND is a command that in BASIC tells the computer to do a calculation of the numbers stated in parens. I don't know if the program was written in Virtual Basic or is a combo of many languages, so I cannot be certain of this.

What is it suppose to do? I tried it but nothing happened.
Copy the red text (it doesn't have to be red) into a new Microsoft Word document and press return - wait 3 seconds.
