Although no individual is forced to pay for their literature, the congregation is. If they make an order they are billed for it or they dont get it.
We were as a family encouraged to make a monthly payment by direct debit, and call it a gift, so that the congregation could also get tax back on the money given. So every pound I gave the congregation got 12p I think. Now thats not a bad thing, tax relief, it was just how we were approached by the secretary an number of times to give our contributions through the bank
