I would check directly with the Red Cross or whatever organization is doing this. I was told just last month that they will take donors with tattoos.
Does it hurt? About as much as when they take blood for a blood test or even less than that. I'm no fan of being poked with a needle, but that part is over very soon and the blood collection takes about ten minutes (you don't see it). With the paperwork beforehand, and the waiting period afterwards of about 15 minutes (with cookies and beverages), it takes about 45 minutes. Times are very flexible at the office and many blood drives are held around town.
Remember if you and a loved one end up needing a transfusion, it may be because of people who were willing to take the time, face the minor needle prick, and face their phobias, that there is blood to use.

I have a tattoo and they allow me to donate. I believe the requirement is that you cannot donate if you received a tattoo within the last six months. Basically this gives enough time for any HIV or Hepatitis antibodies to be detectable in the blood should you contract one of those disease while getting the tattoo.
