There is a thing such as group psychology. People in groups react differently than people who respond in situations that are not group related. If you've studied sociology a little, you learn this rather quickly. If you had been the only person on the street, I'm sure you would have acted differently.
People look to each other for cues as to what to do. The thing is, many times those other people are looking for cues as well--looking for a leader. In groups, it's easy to let someone else take responsibility.
I think the thing to do is, once you realize that you are likely affected by group psychology here, to make a decision to be unafraid to step out and make a difference even in such a situation. Also, to learn about what kinds of help/social systems are available so that you are not left uncertain. The more you know, the more confident you will feel.

Yesterday I found out from the vendor that the woman was drunk and she was accustomed to doing that. She slept then woke up and left.

Oh well, all's well that ends well. When my girlfriend first arrived in Ireland, if she saw someone getting sick on the street, she would try to help them. She soon learned that this was just part of our culture.
