I used to work under a supervisor who got a kick out of trying to push people's buttons. A complete stranger would come by and my sup would make some outrageous statement in such a serious tone that it had to come across as sincere, then he would turn his head my way and wink as if to say, "It's a joke. Let's see what happens." Some people took him seriously and got defensive, some figured it out and played along. Eventually, he would say he was just kidding, but he never apologized.
