I always thought they were cookies. But, when you click on properties, it says that they are called 69. From what I remember, 69 looks quite a bit different than that...

It's the antitypical representation of the annointed of Jeehobah as seen from a heavenly perspective. Just as in the scriptures Jeehobah anointed Jesus to watch over and protect his followers, so too today, spiritually gifted ones (Elders) watch over their flock to make sure they aren't viewing R rated movies or getting naked with ineligible ones. The somber smiley looking over the shoulder of an equally somber, and notably pale smiley, is a fitting reminder of how you will feel if you get busted.
