In a block of flats owned by a HA that I have seen, you just can't enter and would have to buzz a resident to be let in.
I wonder if this would affect their `work'?

Well, in the US there are apartment buildings where someone has to let you in. I know it affected "work" because I remember sisters spending 30 minutes trying to get buzzed in and when that didn't happen they'd start looking for side doors without thinking they were locked too.
But you're talking about something specific to England, right?
tHIS IS SPECIFIC TO eNGLAND!
that's what I thought....but thought I'd post anyway....
Have no fear. The Witnesses don't give up that easily. Years ago this happened to us. The sister I was out in Service with wrote down the number on the outside of the apartment building, marked down the street, went to the Post Office and got the Postal Code and went home and wrote letters to the occupants of the building along with a back issue of the Botchtower.
You really don't think the Dubs let a little thing like a locked apartment get in their way do you?
The law in some states dictates that a resident of a condo can only let you in to talk to him. He does not have the right to give permission to go to other doors.
At an ASSembly we were told we had to go back down to the front door and press the bell of the next resident to be let in again to speak to them. And so on...
HB
Lol, that explains why my "territory" is scarcely visited. I remember we kept the "blocks" for rainy days, and even then, we tried to do anything but those. They are really a pain in the butt...ring, talk in the microphone thing that usually works like crap, once in a while climb all the way up to get the door slammed at you when they realise who they let in, climb down and start over and over again. Ugh! I should be grateful I now live there, it's pretty garantied that I won't get an unfortunate visit.

Persistence!
Hmmm..the Québec JWs must not be of the very persistent kind, then. Strange, as they manage to persist trough the winter..lol (With lots of help from mister Horton or KKreme, of course.)
could never argue with that or with you.
