Yes, they could, but probably not so effectively, or even so accurately.The point being, I dont see why they cant do all of this at headquarters. All it takes is a computer to transmit data.
Look at how the U.N. does it. Lots of language flowing in and out there. No need to have an expensive property in Florida.
a new 2,500 seater assembly hall in the netherlands - which expands to 3,500 seats for the annual conventions - is being dedicated on saturday 17 september 2016.. the existing hall on the site is converted into a venue for the wt schools - lecture room with ancillary accomodation - bedrooms, kitchen, canteen, study areas etc etc.

But seriously, out of all languages, by it's very nature Sign Language is going to be the least geo-centric language.
But why Florida?

And, more importantly WT-wise, a high number/density of congregations (publishers) - you can see that quite simply by doing a basic 'state' search for ASL congegations on jw.org.
They have to translate ASL somewhere, they need a bigger and higher spec place for the production of video.
Where in the US would you have expected WT to do ASL translation and video production??

I think this is more to do with the way the (financial) nature of language translation in WT land has changed over the years.
Previously, to be of any use the material being translated needed to be printed so that it could be useful - and printing used to be fairly expensive with the old style hot plates etc etc.You also had the logistics of distributing the printed materials in relatively small quanities both to Bethels and then to individual congregations - packing up lots of small quantities of even just tracts takes time to do!
Two key things have changed
So now the biggest cost in translating is the actual translating - so it makes sense to do what WT are doing now...
Local temporary local volunters can then do the leg work of initial translations etc while the permanent staff can knock it into shape for a final translation copy that can be proof read by local volunters. The final translated material can then be upoaded and made available to public via the website and app - it doesn't all need to be printed.
There was discussion here recently about the Welsh RTO
What's the point in having Welsh translators located in London? Buy a resaleable asset in the local area, get local staff and volunteers, get the translated stuff emailed to Bethel and they just upload to website and app. QED

The front page monthy 'Letter From The Governing Body' reported that there had been apostasy and disfellowshiping of some in the Bethel family and New York city area.
On page two the 'Announcements' mentioned that Raymond Franz was no longer a member of the Governing Body and of the Brooklyn Bethel family as of 22 May 1980.
